Abstract
This is a study of the confrontation between Juan Beltrán de Portu, together with the town of Zarautz, and Mateo de Zarauz y Gamboa (younger son of the head of the lineage, Pedro Ortiz de Zarauz y Gamboa) after his election to the mayorship in 1652, on account of him not complying with by-laws requiring the mayor elect to have at least 3 thousand in real estate in the town. The study presents the by-laws which were reformed in 1552 and which were used in the confrontation. The town has no historical by-laws in its archives.
